erecting a Penitentiary House or Houses for confining & employing
Convicts
.

That by Sections 1 and 3 of the said Act, powers are given to your Lordships,
in the first place, for making choice of ground for the said purpose
& appointing a Feoffee or Feoffees by whom an din whose name the
purchase thereof should be made, and in the next place, for contracting
for the erection of any number of Penitentiary Houses, and afterwards
for the nomination of a Governor or Governors of such Houses when
erected.

The object of this Memorial is therefore humbly to pray —
1. That your Lordships would, in execution as well of the said Act, as
in pursuance of the treaty aforesaid, and that with as much dispatch as
his Majesty's service will admitt, be pleased to take the requisite steps for
bringing the said treaty to a conclusion —

2. Moreover that in the mean time, & without waiting for such conclusion,
your Lordships would also be pleased to make appointment
of your Memorialist in quality of such Feoffee, for the purpose of obtaining
possession of the said Land as speedily as may be under the
said Act —

3. Lastly, that in like manner, and without waiting for the signature
of the said treaty, your Lordships would also be pleased, to
take the requisite measures for obtaining his Majesty's sign manual,
to a Warrant for the sum of obtaining his Majesty's sign manual,
to a Warrant for the sum of £10,000, in addition to the nominal
£2,000 (reduced by taxes & fees to £1878.15.6) which your Memorialist,
in part reimbursement of his expences, has received
already.

To recommend himself to your Lordships justice, in respect to
the dispatch which your Memorialist thus humbly prays, it becomes
necessary for him to solicit, and as he may say with reference to
some of your Lordships to recall, the attention of your Lordships
to the following particulars —
