Memorial

machinery aforesaid altogether, to his Brother Samuel Bentham,
Knight of the Order of St George of Russia and Brigadier
General in her Imperial Majesty's service but at present residing
with your Memorialist at his House in Westminster.

That it had been the intention of your Memorialist's said
Brother by the assistance of your Memorialist or otherwise
to carry into effect the said inventions by the power of Steam
by means of which according to the most approved calculations
force may be obtained at as cheap a rate as if the same quantity
of force being obtained from men, such men were to be
paid no more than from 2d 1/4 to 3d or thereabouts a day.

That on the faith of the treaty abovementioned, and at the
earnest sollicitation of your Memorialist, your Memorialist's
said Brother was prevailed upon to quit the design of carrying
on the said works by Steam Engines, and to confine his
plan of operation to such sort of machines as would be capable
of being worked by human labour.

That your Memorialist and his said Brother have already
expended upwards of £6000 in the prosecution of
his said inventions the whole of which expenditure has either
been incurred with a view in the first instance to the employment
of convicts under the said treaty or else transferred to that
purpose from its original destination.

That your Memorialist's said Brothers having new for upwards
of three years in compliance with the said sollicitations
absented himself from the service of the said Empress hath
at length lost the provision made for him in that service, being
the command in quality of Colonel of a Regiment of
2200 men composed of two Battalions the command of either
of which would have been a situation of more advantage as
well in point of pecuniary emolument as of authority than
