Memorial
case by individuals, on the ground of neighbourhood? Your
Memorialist believes not: surely none that ever prevailed.
In aggravation of the supposed injury, your Memorialist
has heard the quantity of capital investment in buildings and
other improvements within the circle of the neighbourhood in
question, whatever extent may be meant to be given to that circle

no suspicion of any thing like exaggeration in this estimate: had
he been obliged to guess, he should rather have expected to find
such a sum short of the truth than beyond it. But in speaking
of this value, gentlemen speak of it as if a great part, there

less wonder, if from such difference in point of data, a difference
of conclusion should arise.
Another thing he knows is that it would be a real affliction
to him to find these his expectations disfulfilled by the event
