operation, but had an operation conformable to the views of
gentlemen who proposed it, if it had so happened, that
any other spot could have been found, which proved equally
"convenient & proper," as well as in the eyes of your Lordships,
confining your views to the public service, as in those of
your Memorialist — you suppose (was the language that
would naturally be held by gentlemen in Administration on
such an occasion) you suppose that other spots may be
found equally proper & convenient: we don't know that there
are other spots we should think so, we don't know that there
are not: we don't know that there are other spots which the
Contractor would think so, or could be brought to think so,
we don't know that there are not: but in the mean-time the
option can at any rate do not harm; and, as you desire it,
we will insert it. Such & such alone was the language of
prudence & good faith: such & such alone was the language
equally consistent with the engagements to one party, and
with the wishes of the other: it therefore actually was the
language of Administration: the conclusion is a necessary
one: this & this alone was the fair & the only construction
of whatever words the occasion could have called for.

Any such subsequent
engagement, had it been
taken would have been
void, as contrary to the
prior one.

But, supposing for argument sake, it had, on that
occasion, been the intention of Ministers to put a negative
on the existing spot, and that intention, ever so decided,
and ever so explicitly declared — What follows? — that, by
one of those inadvertencies to which men in high office, &
overwhelmed as the gentlemen in question then were with
business
