Supplement to the Memorial of Jeremy Bentham
Esquire dated Oct. 31, 1794
Your Memorialist, understanding that a supposed
encrease of value are in the part of the land in question
and thence the necessity of a correspondent encrease of the
first cost of the institution forms the principal of
not only difficulty to the confirmation of the existing
choice, begs leave in an
Your Memorialist apprehensive lest his said
former Memorial should be deemed have been found not sufficiently
explicit in relation as to the importance of the spot
therein mentioned with reference to the proposed establishment,
humbly begs leave to add to his said
Memorial the following observations.
There are three principal properties which appear
to have concurred in recommending the said spot
There are Three Several sets of persons have conceived
in the choice or approbation of the said spot as for the
purpose of a Penitentiary Establishment: the Supervisors appointed under the Statute original Penitentiary Act (being the
Act of the 19th of his Majesty ch. 74:) the a commission
of approbation appointed by the said Act and composed
of the twelve Judges with the addition of the Lord Chancellor, the Speaker and the Lord Mayor,
and a Committee of the House of Commons appointed
to consider the progress made under in the execution of
the
