the said Act, as appears by their Report dated the 22d
of March 1784.

The reasons by which such choice preference and approbation
was appear to have been determined, are distinctly marked in the said Report,
and are grounded on three properties: the elevation of Vicinity to the
ground, its vicinity to the River Metropolis and its vicinity to the
River.

Vicinity Elevation of the ground, especially where the it must
at the same time be in the near contiguous adjacent to in the
vicinity of the River was considered as absolutely ess
indispensable to an establishment for the reception of
persons of such a description to be kept in a state of confinement
on such spot: and it is on account of the
want of this property that a spot at house for
example though on respect of account the score of its vicinity to the Metropolis and the River in other respects while preferable even to the present spot ws rejected as is well known at the earnest
instance of Mr Howard and Dr Fothergill and Sir William Blackstone. though

Vicinity to the Metropolis was deemed almost equally
an essential property by the same three most respectable Judges by Mr Howard to the purpose of on account of its placing
the establishment as well at its commencement as for
ever afterwards under the ready inspection and constant
guardianship of the public eye: and it was to on this
circumstance will more than on the slight degree of
elevation possessed by the spot at Islington that Mr
Howard is well known to have grounded the his predilection
for that spot, (now no longer obtainable) as appears by many passages
in his works.
