hand, how far any such primâ facie approbation
as may come to be bestowed upon the choice of any
particular spot may be regarded as decisive, and
such as he may be warranted in relying on as a
ground for his proceedings and in relation
thereunto, thinks it incumbent upon him humbly to
pray the decision of your Lordships, in relation to
the several preliminary prints following, viz:

1. Whether, in the case of any such land as Marsh
Land (of which there are large tracts without any Villa
or considerable Dwelling form thereon, or in the near
vicinity thereof, on both sides of the River between the
Isle of Dogs and Woolwich) if, in the opinion of such
surveyor as aforesaid, such Land might be purchased,
and the said intended Penitentiary House erected there —
or without detriment to the Proprietors, other
than what such purchase-money as might be awarded
by a Jury would make adequate compensation
for, and without affording any annoyance to the inhabitants
of the nearest or any other Villa, Country-
house, Town or Village, it would be your Lordships
pleasure to make use of the power of compulsive
purchase given by the said Act, for the obtaining of such ground, or the principal
part thereof —.

2. In case of consent on the part of the proprietors
or proprietors of the greater portion of such part of 80
Acres (bring the quantity allotted by the aforesaid Act),
or 3/4, or 7/8, or such other determinate portion as Your
