Herald 30 March 1799 Saturday
"New Inventions. A plan has been offered to Government
"of a circular prison, glazed all-round, where the Convicts
"will be seen at work, like so many bees in a glass hive.
"The Contractor proposes for himself, a snug place in the
"Center, where he may collect the honey, and like the late
"John Wilkes "have all his eyes about him". What a
"pity so ingenious a design should be so easily seen through..
Herald 1st April 1799.
"New Plans of Police. The plan of a circular transparent
Prison is not a jocular suggestion, as many have supposed,
"but is, on the contrary, of a grave and serious nature.
"The proposer is Jeremy Bentham Esqr of Gray's Inn; and
"considerable sums have been expended on the materials for
"this novel structure, which is to be created in Tothil Fields.
"The Building is to be rather larger than Ranelagh, and
"the Convicts are to be employed in sawing and planing wood
"and stone, and in some branches of metal work. The iron
"for the Cage is already cast. Mr Colquhoun has
"also offered a plan for establishing a "Board of Police Revenue"
