The time is about at which this writ was composed and as well as printed
appears of in the original Title page.

The occasion of it being printed at Dublin was
a negotiation like the then on foot with the Government
of Ireland or at be through the hands of the late Right
Honourable Sir John Parnell Baronet then Chancellor
of the Irish Exchequer for the setting on foot an establishment
upon the principles in this work explained for
the maintenance and employment of convicted felons in
Ireland.

The original the Postscript excepted was passed at Dublin at the expence of Government
there, and under the directive of I know not which Member of that Government.
Not succeeding in my endeavour to procure at my
own charge a few additional copies to be paid of
the Irish press for my own use, I reprinted as will here be given the comparatively
small body of the work, adding to it in no small part
as they came from the pen, the two bulky Postscripts: which
under the the impossibility of obtaining from Dublin any answer
to letters written not on the subject, did not if I
remember right follow to Dublin the body of the work.
