Printed as these now have been, the copies served for distribution
when after a short and general preliminary address as early as
Jany 1791 in March 1792 I submitted a proposal
in form to Mr Pitt.

Long before this, viz as long ago as the Year 1778
or antecedently to the bringing in the Bill of which became
the Penitentiary Act of 1779 19 G. 3. c.74, I had committed
to the press and published the tract at a few
remaining copies of which are now in company with this
work sent to the publishers, under the title of View of
the Hard Labour Bill.
