3 Mr. Bentham's Memorial

in the London Gazette, and divers other Newspapers, with the Signature
of Joseph White Esq<hi rend="underline">r, in quality of Your Lordship's Solicitor, thereunto. —

4. Your Memorialist proceeds to state, that, previous to the publication

afterward repugnant -- the
repugnancy continuing
for the want of the
signing the Contract --

of the said Notice, application having been made by him to
the parties principally interested, a disposition to accede to the same was
manifested on behalf of the said parties: nor was any repugnance
manifested any where else: but that, after the said publication, declarations,
of an intention to oppose such intended Bill, were made, on
the part of the said parties, and others —

5. That the repugnance in question, having been declaredly grounded,
on an apprehension which then prevailed, and as Your Memorialist
believes still prevails, though by no means universally, in the Neighbourhood
— viz: that the interests of the said Neighbourhood, would be in
danger of being prejudiced in some way or other, by the introduction of
said intended Establishment into the same, in whatever part thereof
the said Penitentiary House might come to be erected; and not in any
other manner, by the intended Appropriation of the particular spot in question
viz the said portion of the said Waste; Your Memorialist was in
hopes, that, so soon as it were known, that the purchase of the said
Salisbury Estate, for the said purpose, had been compleated, the repugnance,
to the said proposed appropriation of the said Waste, would have altogether
ceased. These hopes, Your Memorialist is concerned to find, have not as
yet been verified: but, inasmuch as, if the said intended Building were
to be erected on the said Salisbury Estate, the grounds for the said
apprehension would evidently and confessedly be much stronger, than
if the proposed division and appropriation of the said Waste were to
be
