as, by Article 3 of the printed Draught of Contract,
express provision is made, for the contingency of an
influx of supernumerary prisoners; the number thereof
being considered, as even then capable of rising as
high as 200: — to which number, would then also
come to be added, in virtue of Article 18, another
number, and that an indefinite one, composed of
all such of the said Prisoners, as might choose and
demand to be provided for, at any time and times
during their lives, after the expiration of their respective
terms of imprisonment: — fixed number, 1000; eventual
supernumeraries, 200: total 1200: — quondam Prisoners,
in an indefinite number: — all to be provided for
on that quantity of land.
Now lately, according to the intimation of Your
Lordships' pleasure, as signified to Your Memorialist,
by Letter dated the 25th of last Month, (March 1800) —
instead of the said fixed number of 1000, for which
accommodation was to have been provided in the
first instance, the fixed number of 2000 is to be substituted.*
*The said number of 2000 falls short by 150 of the maximum
of Transportable Convicts found co-existing at a past
period exclusive of Convicts then transported to New South Wales
and under the 34 G. 3. c. 84 §. 1 Convicts not transportable
(transportable and other Convicts) are capable of being consigned
to the Penitentiary House.
