The Expence of building
Panopticon say £50,000
than Panopt. 250,000.
To warrant this expence
there should be a certainty
of mischief to
be done by J.B. – to the
amount of £200,000
or a probability of
2 to 1 of do to the
amount of £400,000.
17 Feby 1812.
Snyder Co. to be
called upon to say
what the expence
of building per head
will be.
With the convicts
to wain off under 1.⊞
than in the Jails or Hulks
where they would remain
otherwise.
The powers Holford
is so much afraid of
seeing abused by J.B.
are no other than what
every Master has over his
Apprentice: to be exercised
as secretly as he pleases.
Not considered that
to J.B. no profit could have
accrued till all the public
expence had been profited
by the reduction of the expence:
viz. from above £24 to £12 a head.
The pecuniary the only
shape in which compensation
however inadequate
is proposed. What compensation
for the prospect of doing so much
good? For proscription and
humiliation instead of illustration?

Of the expence nothing
as yet said. Parliament
called upon to set aside
the plan of 1794, and
to revive do of 1779 of
which last it is known
that the expence will be
much greater, without
regard to the expence.
