Of the individual in question it what was known sufficiently fully
known known by every person who had been any that
in
for the 40 20 years during which the business had
been on the carpet had borne any part of it or known
any thing of the history of it was that during all that
time and at the hands of various Administrations he
had undergone a course of ill usage wh for which
no
the justification of or palliation of which nothing of the nature takes
blame on his part had ever been surmized. On the
contrary so long ago as in June 1798 the treatment
that had been declared upon him had been noted as unjustifiable
and his plan recommended for immediate execution
by no less an authority than that of Mr Pitts Finance Committee
of that and the providing Agent.

That being a man of retired habits and not personally
known to any of the Members of Administration
and what little attention the plan had at the first production
of it called forth having long since died been worn away and the
whole matter in a manner forgotten, and the injuries
done to him how flagrant since being of the number of
them fro for which the law holds held not out to members
– possibility of redress it was understood but too visible that
this was of the number of the cases in which so as
forms be but observed the national faith might be public faith of government might
bebroken in such any manner and to any degree that should
be found most universal and that without any danger
of any such disrepute to the of that anger violators as they and fear
to scruple to expose themselves to.
