Does he know of any better invention? why did he
never invent them? for would it not have been true
enough of being called for this had been refused.

But the attention paid to the religious instruction
and moral improvement under the management of the
appointed manager would not have been insufficient
sufficient – Why? – Because forsooth it would
have been his "interest that the prisoners committed to
"his charge should do as much work as they were competent
"to execute, and that their labour should be exercised
"in the manner by which most profit would be produced.

Now as to religious instruction by any such interest how was it that from any such interest the attention
paid to that point was to receive experience any diminution?
On the Sabbath's day no work would have been done no profit-yielding
labour whatsoever would in have been exercised by any one of the
prisoners. There was the Chaplain , there were the Schoolmaster
– there were the Sunday Schools? While the appointed

In compensation for the infancy of forfeiting
this most important part of the engagements what was
it that it in the whole course of the year by any possibility the Manager
could gain by such neglect transgression: not as much as a
single halfpenny. The laws against Sabbath-breaking
would they not have extended to the Panopticon?
Oh you yes but as forasmuch as matters in that nor
in any other form would transgression have though ever so universal
have had any witnesses but such as would have
been interest in the concealment of it, therefore the
against transgression in this as in all other shapes the
law would have been without effect. It is the characteristic
principle and declared object of the invention to give
upon the whole management and every part of it
inspectors and coaxers in a number altogether unlimited
and far beyond any that could have been let into it upon any
other prison plan
whatsoever and the
assumption all along
made, and for the purpose
of the conclusion
built upon it, it was
necessary it should have been – is was that no such inspectors would ever come.
