But against a man who stands alone, by a set of
gentlemen thought Honourable and Honourable who have the
power of the country in their hands against such a man so
circumstanced that in respect of any engagement in and
by which the government of the country is bound to him
any one thing may just as easily be done as any other.
The individual in question has some trifling property in the
shape of Government Annuities: of any such annuity or any part of it it was not in the power of
the Honourable Gentlemen to deprive him, why? because
had payment to him of his portion of Annuity been stopped
the other Annuitants would have taken alarm, and a cry
of Bankruptcy – General Bankruptcy might have been
the result. But in respect of this particular contract in question
the individual in question standing alone, a course of
bankruptcy might be taken, has been taken, and for a course of from 16
to 20 years has been persevered in.

During all this length of time every day however the most Magnificent and high sounding professions of him
good stable faith and Honour and justice &c &c in the character of attributes of the existing government greeted his
eyes or ears. But to him and so far as he has been concerned all those virtues have been
simply sounds. In so far as his interest has been
connected with those whom in respect of their power or their
numbers it has not been thought safe or prudent to oppress
he has escaped from such oppression: but in respect of
that interest in which he has had the misfortune to stand
alone he has felt the yoke of oppression has now for those 20 years
past been about his neck.
