June 24 House of Commons – Debate on Commissrs
of Inland Navigation.
Sir John Newport in explanation read an
extract from the proceedings of the board of
Irish treasury on a certain day one Lord
present when board letters from the Commirs
of excise were read stating than a tanner
had been fined 5 pounds for not paying those
duties which he should he should have paid
as the between the 20th & 30th of September untill
the 1st of December and recommending (he being
a deserving person) that the said fine should
be reduced to 6s..4" 1/4. The Rt Hon. Bart stated
from the minutes of the proceedings of the same
day other cases of reduction of like similar fines from the same
caus on the like recommendations, one of which
was the fine of £50 for tanning without a licence
because reduced without to £1.1 because the
person so fined had paid the duty in two or
three days after it was demanded (that is (said
the Rt Honble Bart) after he was found out) –
(another from £100- to £20).
The Rt Honble Bart stated (either) in
the course of (the same explanation or in) this
speech that it was expressly enacted that
no fines should be remitted by the Board of
Treasury unless three commissioners were present.
