Panopt. Observat.

a work in which can all his fallacies & hypocrisies
exposed.

If not the by personal character by what was it then that
to the distinguished statesmen in question the system of management
in question did really come recommended recommend itself?
Why it was by a literary in addition to and in
company with two literary works books in which the plan
of manageme
question concerning the plan of management
best adapted to the that purpose was sifted to the very bottom, and
a comparison made comparative view given on all points betwixt the two
antagonizing Systems, the system of management without
interest i.e. without apparent interest in the hands of
a Board, and the system of interested management in
the hands of an individual under the name and in
the character of a Manager by Contract.

Among the leading positions is maintained in the of
those two works was this, viz. 1. That with the advantage
of a prison so constructed, and with such stipulations as were there recommended all that was requisite
for good management – for the very best management that
could be reasonably hoped for by any means was that
the manager should have a just comprehension of his own
personal interest (interest in all its shapes included) and
that to every goo it were not to better management than could be hoped
for by any other means though certainly not the very
best possible, no regard for anything but his own interest
well understood was necessary:

2. that in comparison of the security thus afforded for
good management the highest personal character that
best security that could be afforded by a number of joint
managers with coordinate authority each of them possessed
of as high a character as the whole country affords would
be altogether inferior and inadequate.
