3. As to supposed principles upon which it is the Honourable
Reporter supposed that Prisons have hitherto been conducted
upon in this Country – if by principle he here
meant principles laid down in point black and white and
generally referred to and conformed to, no such
principles could he have referred to no such principles
has he seen anywhere.

To this purpose Howard, even Howard with all
his merits is not to be mentioned. To the heart,
on the part in the first place to be gained, to the heart
rather than to the head were the literary points of his literary
labours more extraordinarily and than any literary labours
addressed.

True it is, that as already intimated in one particular
instance a principle of management in the character
of a leading principle has been advanced, and perhaps probably
in one instance at least to a certain degree acted upon –
this is that in the provision made for persons of the
description in question a course directly opposite to what soever
is indicated by a regard for Economy ought not throughout to be observed pursued.
The best of every thing – the best of every thing that the
market affords: such in general terms is the description
of the sort of supply provision with which the demand made
by persons of that description ought to be supplied,
the best of every thing: and lest the character should not
be particular enough – the best of bread the best of
meat is particularized in so many words. To
treat Economy with neglect was not sufficient poor public Economy simple neglect was not bad enough for him.
