IV. Charge 4th. Neglect of religious and moral instruction

Whereas on the part in the case of the prisoners in question religious instruction and moral improvement
are points of cardinal importance, yet so it is
that under a system of management every part of which
is to be formed and directed by a person whose interest
it must be that the prisoners committed to his charge should
do as much work as they were competent to execute, and
that their labour should be exercised in the manner by
which most profit could be produced, viz. by him the
said appointed Manager the Public could have no
reasonable assurance that sufficient attention would
be paid to either of those points.

To this article it the said appointed Manager
makes two three answers –

1. One The first is that from the Contract and from his
Book taken together but but more and in particularly from his
Book any person who had not such without having
any such very particular reasons as the Honourable Reporter
had given to himself for being assured that nothing
of that which in the said appointed Manager ought to have been to be done would
be done and would have found very sufficient
that reasonable as would have been very sufficient in
relation to both those points.

2. That had it been as suitable as agreable and convenient to the purpose of the
Honourable Enqui Reporter to enquire have by in a more particular manner enquiry
what the apt in relation to those importants were the
said appointed Managers views, plans and intentions as
it were to form conclusions concerning them without evidence
and against evidence he would have learnt that the if the attention
that would have been
paid to those important
points were in danger
of being found in any
respect reprehensible,
it would have been much
more probably on the score
and on the side of excess
than of deficit.
