☞ After or before exemplifying the particulars of J.B.s plan in this respect
go on as follows

3. That among the causes by or motives the concurrence of which this more than
ordinary or customary degree of attention to both those
important points and in particular to the first of them
was produced was that very spring of action
which by the intelligence and morality of the Honourable
Reporter is regarded or pretended to be regarded in the
light of one obstacle and that an unsurmountable
one.

Under the persuasion that the good opinion confidence that might be
hoped for on the part at the hands of the Public towards the plan of
management would depend upon as well as of the goodness
of its title to that such good opinion would depend on a
principal in common degree depend upon the publicity given to
it and to every thing belonging to it: and on this occasion
as on every other as on every other his opinion and
continually and openly declared opinion was, that on the more solid
and substantial and less exposed to change the ground
of expectation and promise in relation to those as to all other good
points was, the greater the proba would be the security given
the more reasonable the assurance entertained of good
management in relation to both those points, and that
of all grounds of persuasion and assurance respecting
the good conduct of persons not individually known such as would
have been the appointed Managers successors in the management
that which is composed of or founded upon when
in the vulgar sense of the word interest is exclusively understood
by it, viz. pecuniary interest is the most substantial
and fit to be confided in leant upon that that the nature of
man admitts of.
