Panopticon – Observations on Holford's Report

In the making of this Report the sole object really
at least is but too incontestably visible: viz. the putting
aside that plan and violating that engagement for the putting
aside of which neither resolution nor pretence could in the
course of 18 years secret unwillingness be found till now.

From the beginning to end it is the language of a man who was determined
to carry his point at any rate, and for that purpose to see
nothing but on one side the strength of the assertion is not less conspicuous
than the imbecillity of
the reason on which it
grounds itself.

In the wording of the opinions pronounced a de
eagerness of and anxiety are everywhere perceptible, while
in the wording the grounds produced in support of them everything is vague
and desultory without any reference to those passages in
Mr Bentham's work which lay before the Committee and
which all the objections are distinctly combated and were antecedently
refuted.

The options In respect of the managing hands Points of
supposed imperfection and for which admitting the truth of the
supposition the remedy would be obvious, are eagerly brought
forward as sufficing each of them as a ground for peremptory
rejection.

In respect of the managing hands, the option has
betwixt Mr Bentham the person chosen by Mr Pitt and
Ld Melville, and persons who not being chosen are
altogether unknown: yet therefore Mr Be "A gentleman
"of great responsibility" is the (p. 11) and one of whom the Committee
are satisfied that he would enter into upon the undertaking with
the best intention (p.13) are the terms in which Mr Bentham
is spoken of: yet throughout every presumption is made
to the prejudice of Mr Ben this known individual, every
presumption made in favour of the unknown ones.
