Panopticon – Observations on Holford's Report

One observation that applies to the whole is that the reas in the mind of the author persons of this Report the reasons given for
the rescission rejection system of the this condemned system have not all
of them together any weight. For there is not one scarce any one that
applies not with twofold force against the Hulks system, not to Yet
will or in a great speak at present of the Jails. the Hulks are system is left without censure: and of the evidence that
had been received in relation to that system as mention is
made. Into that system the enquiry is postponed indefinitely/
While for going into entering upon the consideration of that business
by which by which afford the occasion were to be afforded for setting aside Mr Bentham's Penitentiary system aside an establishment
for no more than 400 prisoners for setting aside
one that was to provide for 1000 at the least, a Resolution
of the House expressing great eagerness for dispatch was applied
for and obtained.

The following are the points in respect of which it is insisted
by the Report that the provision made in Mr Benthams
Penitentiary System the system of universal and perpetual
Inspection would be insufficient: viz.

1. Securing the good provisions to all the prisoners in general

2. Keeping out of the reach of such as could afford pay and
chose to pay for them such provisions in which as in the supposition
of their being too good condemnation is passed under the name
of luxuries. N.B. Strong liquors could not be of the number.

The following are the points in respect of which it is insisted

by the Report that the provision made in Mr Benthams

1. Securing the good provisions to all the prisoners in general

2. Keeping out of the reach of such as could afford pay and
chose to pay for them such provisions in which as in the supposition
of their being too good condemnation is passed under the name
of luxuries. N.B. Strong liquors could not be of the number.

3. Preventing Securing the administering of useful instruction, moral
and religious.

4. Securing the absence of corruption such associations among prevention of corruptive associations: i.e. as might
the prisoners as might have a corruptive operation promote the depravation or prevent the of their
characters in a moral or religious view as above.

5. Securing payment after Mr Bentham's death, of the sums
stipulated to be paid by him in case of felonies committed
by prisoners after discharge from his under his care.

6. Securing the general good health of the Prisoners in general.

7. Securing the benefit of good health to the prisoners in case of ill treatment the requisite facility for
conveying their complaints to the notice of such persons or as the well
might add the power of affording their redress.

8. Securing the application of an inspecting and superintending
authority competent to the correction of eventual abuse.
