Panopticon Observations on Holford's Report

The relation to every one of those points suppose Mr
Bentham's system to be as inadequate as by everyone
whose eyes are no properly determinately shut against or turned
aside from the all arguments on that side it will be sure to
be otherwi otherwise adequate, still in every one of them it will
remain preferable in an infinite degree to the Hulk system of
the Hulks. Yet against that system not a word is
said: while for the extinction of Mr B's system the utmost
eagerness is expressed.

The powers which Mr Chairman is so much a friend
of, and of which he is so sure that this will be abused
by Mr B. what are they but the powers which every
Master has for 7 years over his apprentice? The powers
exercised by a Master are exercised over his Apprentice
in any degree he places of secrecy he pleases. On Mr
B's plan every every power is strained to secure the utmost degree of publicity
and thence the utmost degree of facility for complaint, though
in this most open mode Mr Chairman would have it
thought that the probability of redress in case of ill usage is
not so great as in his proposed close mode.

The observations levelled against the Panopticon plan
are, a great part of them such as if even supposing them
just would amount to no more than indications of so many
imperfections for which a remedy ought to be looked out
for, and for which in many instances the remedy is to the
last degree obvious. Instead of this, the character in which they are all brought forward
is that of so many peremptory objections: and
from each the conclusion is jumped to – viz. rescind the
contract.
