Panopticon – Observations on Holford's Report
That the only design really at least is not the institution
of a Penitentiary system better than Mr Benthams, but the
extinction of Mr Bentham's is proved by two three circumstances.
1. The comparative scantiness of the provision Penitentiary system
now proposed by to be set up: the determination manifested
to keep up if possible the Hulk system, not speak of the Penal
Colonization System, under which a new Governor has lately
been sent out.
By taking from Mr Bentham the land which for
the purpose of his system was so long ago put into his hands
his system is effectually extinguished. This therefore is an object
pursued and provided for with great eagerness. The land is to be taken out
of his hands instanter while for the compensation professed to be
designed for him he is left altogether without remedy.
