Panopticon Observations on Holford's Report
4. continued. All he asks in this case is that he may
not in the meantime be stript of the much greater part of the
very moderate means of subsistence, which including the
means of compensation partial indemnification which he had been fortunate enough
to find already in his hand, he has been in possession
of for so many years been in possession of: and to that
end that end that either the his present income from
the establish land was between £700 and £800 a year be secured
to him during his time of probation, or that such compensation
as in the shape of a principal sum shall be deemed
reasonable be put into his hands to be refunded in the
event and at the time of his being admitted to the enjoyment
of the the benefit of the Contract on
the supposition that the utility of the his system taken
together has by that time been decreed by government
to have been sufficiently demonstrated by experiences.
In this case he is content that at any time during such
his time of probation the establishment shall be taken out
of his hands. But that while in his person the declared apprehensions
of arbitrary power and the abuse of it are
vehement, he himself may not be under the
of the power really arbitrary and altogether
without which what he would in this case insist upon
in that it be not taken from him without a public
inquiry of a judicial nature, in which he shall have the
opportunity of making a public defence for example
an enquiry before a Committee of the Privy Council
sitting with open doors.
