Panopticon Observations on Holford's Report
Supposing without for arguments sake that the gr Mr
Benthams plan were the getting rid of Mr Bentham's plan
were in other respects a desirable object, it might be worth
considering what the value amount of the mischief of it compared
with the favourite plan were likely to be, and what the price
may be at which in the articles of repre economy and
reputation for good faith it was deemed eligible to purchase
the riddance an exemption from this mischief.
As to economy expence, it is an article object for which in
the estimation of the proposers of the favourite plan is spoken
of as not being, except for the purpose of being covered with d undisguised contempt
not regarded as entitled to any the slightest notice.
The In this article the superiority of Mr Bentham's
plan is even acknowledged. At the same time of the extra expence
with which the breach of public faith so solemnly deliberately
plighted to him would be attended not a syllable is
said. Parliament is called upon to give to the more
expensive a blind preference over to the rejection of the least expensive
plan, without an estimate given taken of he expence and
with an evident predetermination, that if possible
it can be refused, no such estimate shall be given
but that Parliament shall determine to incur the
expence without knowing or so much as being allowed
to guess what it will be.
