Panopticon Observations on Holford's Report
Added to the exp extra expence of £ building and
stocking is that of the compensation – the liberal compensation,
as it is for the purpose to take the epithet which
for the purpose has been given to it, which upon the favourite
plan is a profession at least to be given to Mr
Bentham. Given to a man by whom the idea of
receiving it is and from first to last has been regarded
with declared abhorrence: given so much money absolutely
thrown away in work: one of the vilest of jobs
it might well be stiled, if to on the part of the proposed
receiver the aversion to receive it were not as
notorious as the eagerness of the proffered givers, to
profess to give it.
But though when for getting rid of the economical
plan money by hundreds of thousands is looked upon as
nothing, so long as the injured individual is not to have
the benefit of it, yet when the fixation of the sum of
which under the name of compensation be were to have
the benefit, came to be performed then it no doubt no fear but that
on that occasion regard for economy would return
in all its forms, and thus it is that every penny would
be looked to with anxiety, and for giving him a miserable
pittance, or forgetting treating him for the remainder of his life as
he has been treated for twenty years of the it all the
common plans in favour of economy would be mastered
up.
