Panopticon Observations on Holford's Report

Off this regard for economy a pretty frequent proof
is given already upon the face of the Bill. The forms
of a reference are employed: when of that equal
chance for justice which has place in those cases
in which the expedient of reference is really conducive
adapted to the purposes of justice there is not so much
as a slender.. The Treasury is to appeal one referee
to another: to its to him of what imaginable use is this
other? what can the individuals referee do without
the Treasury's referee? just nothing. Suppose him to
appoint a referee he is just so much the worse
for having him: if good, not the smallest particle could
the referee do for him that he could not do for himself.
But suppose his referee over by his omnipotent adversary,
as so many other of his friends have been
over, over or to come to be at variance with him on any account then in conjunction with the Treasury referee there
is no difference which degree of injustice that may not
be done to him by this means.

As to the Treasury referee he acts under the direction
of the Treasury of course: his opinion on the subject
is a copy of the will of the Treasury neither more nor
less. But suppose the contrary, howsoever impossible.
The answer in adjudging to Mr Bentham a same grant
to any amount than what the Treasury are disposed to
give. Thus in this case will 'Mr Bentham be dealt with'.
For the remainder of his life he will be dealt with
as he has been dealt with has for the each 18 or 20 years of it
with this difference that his subsistence being taken from him
for this is to be done immediately, and by a slur cast
upon his reputation, his thirst will soon be broken will
in a short time ease them of all trouble.
