Question 8 by Mr Holford Chairman What is your opinion of the Act of the 19th
Geo. 3. C. 74

Answer by Sir George Paul. The first idea of constructing
National Penitentiary Houses was suggested by
the life of the American Colonies as a place of transportation
for criminal offences. This circumstance I consider
as marking the purpose of the system of imprisonment then
in contemplation of the Legislature.

The Act of the 19th Geo. 3. although lightly created
not to say ridiculed by a late Commentator in a
work lying on your table, was the result of the united
labours of the most profound lawyer and the most distinguished
philanthropists of the time in which it passed.
