Having an answer to question the first given some
which as has been seen called for no such thing
given some vent to the formulation, on making his
answer to this 2d question, the first that bore upon
this subject, it is a pleasure to candour may
with pleasure be seen resuming its his seat.
"As to the particular mode in which the Penitentiary
Act should be carried into execution, more particularly as
to the comparative merits or preference of the Panopticon
System to the original designs plans of the drawn by
Mr Blackburne, I am by no means in ways prepared
to give an opinion deserving the attention of the Committee.
Again a few lines after – "I can not fairly judge
"between a favourite child of my own nurture and an
" theory of an ingenious and inventive imagination,
"placed before me but yesterday. The design of
the Panopticon was original in Mr Bentham.
When a man has declared himself in ways prepared
for giving an opinion deserving the attention of
those who call for it, on any ordinary occasion the naure of the case seems to indicate
the one or other of two results would have followed
viz. the giving to the person thus constituted Judge in question such further time as should in his view
of the matter demand for time should be sufficient, or the forbearing to
bestow upon the opinion that attention which it confessed
itself not to deserve to be undeserving.
