I now have the honour (p. 44.) to offer to the Committee
... whereupon follows a digression concerning containing a dissertation
on the shaving of the head
I certainly think (Quest. 2. p. 44.) it would be of
great use .... but it appears to me a question of great
doubt
Thirdly (p. 44.) I say that a thousand plus convicts
are far too many &c but that the collecting such
a number must be attended with highly aggravated
danger. It seems to me any reasonable &c (p. 44.)
I (p. 44, l. penult.) that economy is the watchword
and expence the bugbear &c. Yet I could show &c
how, Sir, what have the Counties of England in general
done? &c – why, no other than might be expected c
(P. 47.) Quest. 7. I think it not so satisfactory as
personal inspection. (Quest. 8. p. 47) Although I am
of opinion &c (p. 48) I should be disposed to recommend
an amendment of the general law &c. (p. 49) The
particular alteration which I should recommend &c
