26 Jany 1812
Panopt. Paul

P. 46. l. (Intensely objectionable. It has always been held
so by us. It was one of the original principles)

As in case of ideas, so in case of
original principles, so as to principl with those who exhibit them in
that character it is a principle that they are not to be
disputed – contra principia negantem non est disputandum.

Among the unoffending and labouring poor how many millions are there
not in all countries – in particular in these three kingdoms
who have no other room to sleep in but that in which they
work in the day. What is to be done with them? Unoffending
they should not have been called: for are they not offenders
against the authority of the worthy Baronet and his original
principles?

P. 46. l. We think it causing insecurity &c. The worthy
true state of the case becomes is already invisible to the worthy Baronet.
The object is to obtain and pass condemnation
on. It is for the purpose of passing condemnation on the Panopticon
plan that in the circumstances of mans sleeping and
working in the day time and sleeping in the night time in
the same room mischief is to be found. In a Panopticon
for this is not theory but practice every man in one
and the same room every inhabitant is during the whole
day, nor less so during the whole night, actually under
inspection, and as often as there is any reason for looking
at him, looked at. That he should prepare means of escape in the
day, to put in execution during the night is therefore in
such a building really not to say physically, impossible. such Neither by day therefore nor by
night is a any man therein
not for a moment
secluded.
