In the Gloucester Penitentiary House true it is for this
I take for granted that a man does not continue during
the day secluded in a cell, where he may prepare means
of escape, to put in execution (understand in the
same cell) during the night. But what is equally
true, the is that during the night he continues in a
cell compleatly out of the reach of inspection the most perfect, with liberty
to prepare in the day night means of escape to be employed
without interruption if employed in the course of the
same night: he has some 8 or 9 hours to do that
for the day which he has not in a Panopticon as
many moments.
