Panopticon – Defence

2. An article to this effect may therefore be set down as
needless, and thereby as useless.

But it at any rate if it be of the complexion to the effect of that
which seems to have recommended itself to the Committee
it would be much worse than useless.

In the character of a provision calculated pro tanto
to remedy the supposed imperfections resulting from the omission
of this article for securing goodness to the provisions, comes the
establishment of a fixed table of diet.

Of a fixed table of diet are certain consequences
is the continual expenditure of a considerable sums of money in more
waste. Be it what the articles they may it can not but happen
but that of two articles sometimes the one sometimes the other
will be the dearer. But the quality being the same the one sort species
of article will is not the better for being dearer. Here then
by of a fixed table of diet the consequence will be the putting
the public to the expence of dearer articles without a particle
of advantage when cheaper articles as good for use are
to be had.

The confidence manifested towards the respectable gentlemen whose
system is brought forward in opposition to the panopticon
system have being as conspicuous as the jealousy and
suspicion manifested towards the plan System thus
destined to proscription, the opinions professed in this head
by one of them viz. Sir G. Paul, may be considered
as affording a sort of and illustration explanation of this and
other parts of the Report.

"is directed to buy the best wheat meat, the best wheat, and other
"articles of consumption in the market: for our assurance
"that he does so, we have not only the occasional observations of the
"Visitors, the Chaplain and the Surgeon, but the constant jealous eye
"of the public."
