Who are the What is the class of persons to whom this treatment of preference
is endeavoured and supposed to be secured? Persons who
for the purpose in the way of punishment for their crimes are maintained
at the expence of the public purse. not at their own expence but at that of the public.

Who are the persons by to whom the refuse after
those the best has been bought up for the use of those criminals
is to be consumed? Persons of all ranks spotless character
and of all ranks including those whose subsistence is
derived from property, and those whose subsistence is
derived from honest industry.

But of meat, but of bread, but of everything – how
often do we see advertisements to which this superlative
is applied to every article – advertisements for articles provisions
and other necessaries to be supplied to for the use of paupers in Workhouses.

Now in the same market suppose one Sir George Paul catering for a set of
convicts in a prison, and another Sir George Paul catering
for a set of paupers in a workhouse. What an auction
would thus be carried on, and where would be the end of it,
an auction in which at the very first bidding all the
honest persons who live on the produce of ordinary labour
would be thrown out.

Here then is the money of the public the men freed of the honest
industry
labour of the industrious employed – and how? In giving
provisions in the one case for simple idleness, in the other
case for idleness coupled with aggravated by dishonesty.
