Panopticon – Defence

Having been, some years he believes before the worthy
Baronet entered upon the task of giving in his character of County Magistrate to the Gloucestershire
from the benefit of his indubitably excellent intentions
been in the habit of comprehending or endeavouring at least to comprehend within the grasp of his
attention for the purpose with a view of legislation, the whole circle of agent
humans for
human affairs in all places and all times, Mr Bentham
in his book intituled Panopticon did venture to lay down propose
in the character of treasurer, the following propositions; viz. antagonizing indeed
but not irreconciliable propositions –

1. Rule of Lenity
2. Rule of Severity
3. Rule of Economy

These principles he would venture humbly to In the state
of obscurity and proscription to which he has been doomed would
were it his fortune to possess any honour in his own country (for discretion it is
not altogether so) any chance of attention eyes for anything he
should committ to paper those principles propositions he would venture
humbly to submitt in the character of principles adapted
not merely to the latitude of Gloucester or Milbank, but as proper
to serve as a basis for whatever system of provision can
in any place or at any time be made for prisons maintained
by forced contributions at the expence of the honest and
industrious, maintained whether in the character of paupers
or of convicted criminals.
