Panopt. on Holfords Report
Of the several opinions had objections made delivered in the Report
to Mr Benthams plan, there is perhaps not a single one that has not received
ample answer in the Books delivered by him to the
Committee: of not one of those answers is any notice
taken, nor so much as of the fact of the delivery of
those Books.
By Mr Benthams given such means of inspection
as well as motives for inspection are furnished as
were never before so much as conceived. It is assumed
but without any attempt at a reason, that in his instance
such will be unavailing.
In the plan to which the exclusive preference is
given there are no such concerns no such motives.
It is assumed that notwithstanding on the part of the
managers of the close mode everything will be as
it should be.
It is assumed that by Mr Bentham his duty
will in every point be violated: and that the power
which is given to the Court of Kings Bench for dismissing
him at any time will not be apply as which
and will not be executed.
In the case instance of the managers of the close plan
it is assumed that there will never be any misconduct
in any shape – no error in judgment no negligence.
Contrary to all experience it is assumed that without
any motives for diligence unremitted dilligence will for ever be manifested.
