Of the Report which forms the subject of the following observations, the date
according to the Order for the printing of it is
1812. Of the Bill Motion for him to bring in the Bill which
brought in in consequence of it, the 1812.

In all this time has happened it that these Observations
never made their appearance. 1812 is the date of The Act by
which the Panopticon system was set aside by Parliament
and now months after the Act has passed,
can these Observations the use object tendency of which if it has any is
to show that that Act ought not to have passed.

The objection is a natural and obvious one. But
as the its general purport the answer is not perhaps
much less so unobvious. Without any express statement
it will become more and more manifest in proportion
as the matter of these Observations is brought
to view.

Labour is not undertaken where success is hopeless.
Whether after such a Report of this complection any
room was left for hope will be seen as the several points
on it present themselves.
