Panopt. Observations on Holford's Report
Of this Report and the Act which was the intended effect was afterwards grounded
on it the actual effect has been the pronouncing in relation to which
an official situation secured to him by a Contract
the existence and validity of which are acknowledged,
a judgment of ouster or removal, removal and on
what ground? Not on the ground of any malpractice
which he ever has is so much as supposed to have
committed, but on the ground for for in the situation
in question notwithstanding the contract in question he
never has been placed, but on the ground of a variety
of malpractices which it is assumed had he been placed
in it he would have been committed.
By the bare statement of In this same Report this same person (p.11.) is spoken
the very first mention of his name is spoken of by the
description of "a Gentleman of great respectability": and
in the next of this same person in the next page but
one (p.13) the Committee is made to declare itself "satisfied
"that" he "would enter upon the undertaking with the best
"intentions". Yet those of the heads of malpractice transgression
incident to the situation there is scarce an imaginable case
of which it is not assumed that this Gentleman of great respectability
with his best intentions would not be guilty:
guilty, and thereby producing in all its imaginable shapes
such mischief as to which it would not be in the power of any legislature
not even that of this with the benefit of such lights as might
be expected from at the hands of this Committee to apply an effectually preventive
remedy.
