Panopt. Observ. on Holford's Report
VIII. That the plan of management that was to have been pursued
by the appointed Governor was one consistent system
having for its declared object leading and regulating principle the
bringing the interest of the manager into coincidence
with his duty, that in a work of great labour devoted
to this subject this problem had been shown to be
accomplished in the contract plan system of management by contract as there delineated:
that on the contrary in the system of trust
and board management which by this Act the intended change it
was intended to substitute to contract management the
interest of the managing hands would be placed in a
as in that same work was had already demonstrated
a stock of constant opposition to their duty:
power and patronage being given secured to them without
any real responsibility, incitements to skill or
motives for diligence.
