Panopt. Observ. on Holford's Report
X. Before the any particular examination of those several
articles of charge is entered upon, one more observation
which though not contained in the Report, was in the
course of the conversation that took place upon the subject in
the House of Commons brought viz. by the forward and to which
the whole: viz. by the Secretary of State for the department
to which the business belonged, brought forward and in which
was considered the whole substance of the argument by which the breach
of public faith thus committed was defended attempted to be justified
was the inordinate power the vast and dangerous power
with which by the fulfilment of the Contract the individual
would have been invested: a power far so too great and too so
liable to be abused to be ever but it ought not on any
account to be interested in any one power of individual
hands. No not in the hands of any Honourable friend
himself exclaimed the Right Honourable
Secretary, addressing
his regard speech to a gentleman Mr Wilberforce by whom the plan
and the as well as its author had been spoken of with approbation
and who not without reason was regarded as one whose
custom for the purpose of the argument appropriate purity would
be the general opinion understanding of the House be considered as
placed in the highest level point of the scale.
