In all this power exempt for contractors benefit – and in the
yet nothing due to the prejudice of the Hulks

Coming from this quarter coming from that branch, this
strata of Oratory answered its intended purpose, and produced that effect which as coming
from that quarter any neither this nor any other assemblage of words
could have failed to produce.

But had it been an occasion on which Reason
presented any the smallest chance for being of use, reason
competent to the giving to this observation rhetoric the fullest
answer as stood within the reach view of every one ear that
heard it was at the same time so obvious and so conclusive, that without
apology for the scarce necessary expence of words waste of word it
can scarcely be safe to mention it.

This prodigious and pretendedly novel power, what
is it? It is no more than greater nor more exposed to abuse are to the purpose in question
any other than what that which every Master of
an Apprentice has over his Apprentice, viz.
in that case nor can there be a more ordinary one
in which in return for the service of such Apprentice
he engages to supply him with food cloathing and other
necessaries, the details of which are as in the principle
of common sense they ought to be left altogether in the
powers of the Master left much more compleatly
than under the contract in question they are in the power
of the proposed Governor.

As to all those points the contract in question has contains
correspondent stipulations: stipulations the more non-necessity
and inability of which has two presumptive
proofs viz. their non existence in the that private sort of contract which
has place between Master and Apprentice. Their non
existence in that public contract which for so long a
course of years and under the very Administration in question,
has had place in the instance of the Prisoners confined on board
of the Hulks but which at any rate, whether the in the Contract
in question whether
how great or how
little soever may be
in effect and use
for it in point of <add>jail</add> actually has place.
