But, although provisions proper for the maintenance of
life and health, being in the eyes of the Report-maker
improper – improper viz. on the ground of inordinate
severity, for the use of guilty persons maintained purposely
in a state of punishment – what in his view and design was to become of them?
They were to be left for to the use of the innocent class and
blameless and indigent of part who of his Majesty's subjects
forming unfortunately by far the greater part of the whole.

Amongst those provisions, by an express article of
the Contract was to have been meat; every day meat
of this plain sort of diet the expensiveness is such as much more than
half of the whole population blameless and industrious
part of the population of the country are not able to defray.

A stipulation ensuring to the guilty a degree of indulgence
so much beyond what the innocent blameless in general
are able to afford to themselves was contrary, it will be
observed one of the principles just mentioned laid down in his work and
stated as being fit to be conformed to in every penal
prison in whatever hands the management were reposed:
but it was forced upon him, and sub submission was
his sole recourse.

It was one of those stipulations which are so apt to
suggest themselves to men who knowing neither the
industry to have nor the discernment to distinguish – what
true humanity regard being had to the greatest interest of the
greatest number consist, find their reason for dressing themselves
up with the appearance of it.
