2. Rule having himself verbally feared the introduction
of improper articles of luxury, viz. articles better than the
labouring poor can in general afford to procure

Comes now to separate second and opposite article
of charge against the person in question concerning what
would have been done by him, viz. that Whereas
in such degrees of luxury and such degrees alone only of luxury as are
proper degrees luxury ought or at least may without
blame be introduced into a prison employed for the purpose
in question the event so it is that among the degrees of luxury
which under his management would have been introduced
into it would have been improper ones.

Here then is sentence of condemnation passed against a
a man for transgression of a law which has not nor
in the nature of things ever can have any intelligible
interest existence.

What a man means if he means anything when
he says of such or such an article of consumption
a man says the consumption use of it would be matter of attended with
a degree luxury and that use improper degree if he one is – it is
an article which the use of which a person of the sort of in question
is what I do not approve of. To have kept himself
clear of the transgression imputed by this article of charge
what the appointed manager would have had to do
would have been to avoid supplying the persons with
any article the use of which the Author of this Report
would not approve of. But the task will surely be But in this task a whole cluster
acknowledged to be rather too hard an one: and this for of impossibilities was is included: one of which results from this, viz.
various reasons: one of which is that the avowed object of
this Report being to pass condemnation upon the system of
management which he found appointed so sure as any
article should be introduced or proposed to be introduced into
the place in question, so sure would it have been to be among
the number of the articles which by the Honourable author of the said Report would be disapproved of.
