The Index among the Bylaws which the Judges stand
to enter upon to sanction

Among the incongruities observable on the face of this Report
has been mentioned that of repres bringing to view in
the character of a conclusive objection to the appointed
system of management which it would with propriety not be any
further than it was irremediable out of the reach of remedy, a feature an article
which whether the opposite article alteration thus represented or proposed by implication
as exclusively proper and necessary were proper or no
could easily have been made conformable to it.
Of this species of incongruity an example is afforded by the
case charge here in question.

Although beforehand and without antecedent information
it would have been impossible for a person in the situation
of the appointed Manager to know what of any given article
of luxury what whether in the judgment of the Aristarchus in question
it would in the it for a person in the situation in question
be proper and improper, yet with the benefit of such information
with the observance of this point of good management
might have been rendered smooth and easy.

The one thing instruction needful would it is true have been
an I a document of useless importance than an Index
Expurgatorius of a particular kind adapted to the subject.
But in the composition of this Index Expurgatorius there would have been no
difficulty; no difficulty at any rate which the
talent of the Honourable Author of the Report would not be
perfectly competent to overcome.

A system of looking, Mrs Glasses or any other
that in his judgment would be preferable. This part of the
work is already executed. To compleat it nothing more
would have been needful than a cross or any other still
more simple mark by the apposition of which to any
of the articles therein contained the stamp of impropriety
on the score of luxury would be understood and declared to
have been imprinted. Supplements from time to time by the same
Honourable hand in
any number: but
on this condition restriction, that
for the introduction of any
article in such Index or
such its Supplement contained
no appointed
Governor should be removed from his situation until a copy of such Index or such Supplement
respectively had been delivered into his hand or otherwise rendered accessible to him.
