Panopt. Observations

3. That in the instance case of the appointed manager, as in
the case of any other individual, receipt of profit is not
in itself an evil but as far as it goes to the whole extent of it, a good
is among those propositions the statement of which
while it is rendered continually while by the dissocial passions by which the bulk of mankind are
so largely influenced it is rendered continually
necessary is rendered in a degree great degree fruitless.
Of the most pernicious criminal that be he who he may ever lived the enjoyment
reaped by him from his crimes was not in itself an evil:
it was as far as it went a good: a gram is not the
no less a gram for having on the opposite scale a ton
to counterballance and outweigh it.

But such is the blindness of jealousy and envy that
from the mere view of profit especially when considered as derivable by
means of situation they are ready disposed without
more ado to infer malpractice: desert finds the eye
inexorably closed against it: profit when security supposed to be reaped by a public
man finds the same eye constantly open and awake
to it: and whether it be overballanced by evil on the
other side scale or whether it stand alone and pure and without any
such evil on the opposite and correspondent scale, evil
good merely because for no other reason than that it is seen or supposed to be in that
place, wears the colours of evil to such those jaundiced eyes.
Looking around him he beholds in all around him that
sort of character which places a man in reality or in to
appearance under the dominion of this vulgar prejudice.
The same thing be it what it may is good or evil, according
as the person by whom it will be reaped are with me or
not with me: if with me, it is good it is the reward of merit,
if not with me it is abuse, it is undue it is excessive.
