(a) This change is supposed to be necessary to the mode of compensation
exhibited by Amendment 5: and when the evidence already before
the House is considered, it will not (it is hoped) be considered as ungrounded.
The 28th Report of the Finance Committee of 1797-8 has
by order of the House been lately reprinted, for the use it is supp
presumed of the Committee on the which Report this Bill is grounded. It
is reference in the statement delivered in evidence before that Committee that
the mode of recital here proposed is grounded. True it is that the person
by whom that evidence was delivered was the party himself.

insert as follows: and to have transferred and sacrificed adapted
to the purpose object of such preparations an extensive system a system of
mechanical inventions directed for executingperforming in great variety and on an extensive scale by machinery

other materials, operations in the performance of which such not as soever till the performed
dexterity otherwise – than by such dexterity as is not to be acquired
but by long practice, of which intended establishment the expected fruit

trouble insert and for his loss as will by reason of the destruction relinquishment
sacrifice
of such his manufacturing concern and by reason of the
forced sale of his said property as aforesaid as in respect of
will as for the loss of such lawful and reasonable profit as might probably have been
made by him in virtue under and by virtue of the said Contract.
