To this mode of and provisional and partial compensation
(for compleat it surely will not be deemed termed) no
objection can be made, unless it be predetermined
tha not so much as for this one out of this the four abovementioned
heads of loss and suffering, ought he to
receive the full amount.

On this plan In this mode, both interests, viz. that of the conductors
of the present plan now intended system and that of the suffering individual
who is sacrificed to it, will be jointly served: the sooner the business
is settled, the sooner they will get the land, and
he so much this part of his compensation money, the only part
of which as above, he can have any fixt assurance. Should
any affected delay be still imputed to him the means of punishing
him at pleasure, and to the whole extent of any further compensation
that may be intended for him, will be in the hands of
government.

To set against the expence this item, whatever it may be the amount of it one
circumstance, if the fact be as supposed may not be altogether
undeserving of regard.

Mr Benthams first address on this subject to Mr Pitt was Jany 1791

In his letter first letter on the subject to Mr Pitt 23 Jany 1791, on one of Mr Bentham
in the character of the advantage which the therein made concludes in the following words – Next to the honour of serving the public well
might be the means of producing in the first instance, Mr would be the satisfaction of seeing it well served. Should the of
mentioned a saving to the public by the reduction in the Bentham manager be rejected, the plan of arrangement, or at leas the
price allowance made to the Hulk Contractors. plan of construction may be accepted, – or if you prefer the Hulk
– their offer may preserve it to you on better terms.

After Not long very long after the date of this letter, if he does not misrecollect, a considerable
reduction in the terms, and that to the amount of several thousand a year
was actually made: having some at the in his possession a
copy of the contract pr last contract preceding the day date of his above offer
as above, and having also had inspection of a subsequent one.

Whether in the production of this effect, that offer in question had any
influence, must, at the time at least, have been known to Mr Rose.
