By means of but a part of some of the machinery that had
been prepared for, & would have been
employed in the Panopticon, General Bentham
has formed; for some years kept on foot, & has
still under his sole management, in Portsmouth
Dock Yard, an extensive manufacturing establishment
which is carried out in a manner more
oeconomical in every respect than can be found
exemplified in any private manufacturing
concerns of a similar description: in proof of
this the most satisfactory evidence is at all
times capable of being produced.
The public therefore has to this amount has
already been deriving and continues to derive profit at the expence of the
individuals thus apprehended.
